RAF Menwith Hill

This film is just an attempt. It was integrated in the "Ground Control" film I edited in 2003-2004. During a residency in Hull Time Based Arts in Yorkshire, I wanted to go to the RAF Menwith Hill site, the bigger ECHELON site outside the USA. 2000 people work there in total, 1500 are americans. It was impossible to film, only from far or the car. We were arrested very quickly and searched, they took pictures of us, all under the UK "Terrorist Act 2000" because we were "paying attention to Menwith Hill". So this edit still tries to give you an impression of the atmosphere of the site...
RAF Menwith Hill is a Crown freehold site belonging to the UK Ministry of Defence. The designation came into effect in 1996 to bring the base into line with other RAF sites made available by the UK Ministry of Defence to the United States Government. The Army 713th MI Group remains the Executive Agent for the NSA Menwith Hill field site. The Air Intelligence Agency 451st Intelligence Squadron (451 IS) as an integral part of Menwith Hill Station (MHS).
The official story is that the all-civilian base is a Department of Defense communications station. The British Ministry of Defence describe Menwith Hill as a "communications relay centre." Until 1974, Menwith Hill's SIGINT specialty was the interception of International Leased Carrier signals, the communications links run by civil agencies -- the Post, Telegraph and Telephone ministries of eastern and western European countries. The National Security Agency took over Menwith Hill in 1966. Interception of satellite communications began at Menwith Hill as early as 1974, when the first of more than eight large satellite communications dishes were installed.
The PUSHER High Frequency Direction Finding (HFDF) system monitors radio transmissions covering the HF frequency range between 3MHz and 20-30MHz, including military and civilian embassy, maritime and air radio communications.
Initially, tapes containing data collected at Menwith Hill were returned via air to the United States for analysis. Starting in 1992 British Telecom added digital optical fiber cables, which by 1996 were capable of carrying more than 100,000 simultaneous telephone calls.
The US military has described space-based intelligence collection as a “key force-multiplier for future military operations”. The close linkage between space-based intelligence collection and military operations was clearly spelt out in congressional testimony a few years ago by the then Director of the National Reconnaissance Office: "In the future, US forces will rely upon space systems for global awareness of threats, swift orchestration of military operations, and precision use of smart weapons. ... Our goal is to detect, track and target anything of significance worldwide and to get the right information to the right people at the right time." The objective is to enable the US military to deliver "precise military firepower anywhere in the world, day or night, in all weather".
Intelligence collection is the foundation for war planning. Together with high-resolution satellite imagery, signals intelligence play a vital role in identifying military targets. Signals intelligence is used to identify military command, control, communications and intelligence facilities.
Menwith Hill had an important role as an interceptor of and a conduit for intelligence and command information in the Gulf war and the War on Iraq and its activities are likely to continue to expand as the US develops more space based war fighting systems.

Ce petit film n'est qu'une tentative. Elle fut intégrée au film "Ground Control" que j'ai monté durant l'hiver 2003-2004. Lors de mon séjour à Hull Time Based Arts dans le Yorkshire, j'avais pour projet d'aller sur le site RAF Menwith Hill, la plus grande base du réseau d'espionnage ECHELON hors des Etats-Unis. Prés de 2000 personnes y travaillent dont prés de 1500 Américains. Il fut impossible de filmer, seulement quelques minutes à distance où dans la voiture. En arrivant nous nous sommes arrêtés sur le bord de la route, pour fumer une cigarette et voir qu'est-ce qui pourrait arriver ensuite. La cigarette à peine terminée, une voiture de police arrivait vers nous? Nous avons été fouillés, pris en photos, recherchés dans l'ordinateur, parce que nous "prétions attention à Menwith Hill", parce que nous avions du matériel audiovisuel dans la voiture. Ceci malgré une lettre de dérogation de Hull Time Based Arts. Nous tombions sous le coup du "Terrorist Act 2000" du Gouvernement Brittanique. Signal Sever @ Nuit Blanche Paris 2004

Cette vidéo est un montage de la caméra live sur scène (seulement l'image) utilisée pendant la retransmission satellite sur Atlantic Bird 3 pour le Festival Art+Communication à Riga et toute l'Europe.

Nous avions commandé un camion satellite et transmis pendant plus d'une demi heure à l'introduction du concert. Cette vidéo a été prise du public durant la performance de 10h Signal Sever! à la Cité Universitaire Internationale de Paris, durant l'événement Cité Sonic de la Nuit Blanche 2004. Signal Sever Transignal est le système d'interception et l'unité de traitement sonore et visuel conceptualisés par Projekt Atol - Pact Systems (Slovénie) pour Signal Sever! Transignal qui cartographie le spectre électromagnétique, traite et transforme les signaux pour les réexpédier dans l'éther selon différentes formes et directions. Les spectres HF, VHF, UHF, bande-L, bande-C et bande-Ku sont analysés et traités. Les satellites sont suivis et les communications en mer, dans l'air et au sol sont cartographiés. En addition pour la version 4, une unité radar cartographie le trafic maritime et aérien.

Signal Sever! performance during the Nuit Blanche Paris 2004 (see Signal Sever @ Nuit Blanche 1).
This is an edit of the live camera on stage, used (only the image) for the Atlantic Bird 3 satellite transmission of the performance we did for Art+Communication Festival in Riga and all over Europe.
We booked a satellite van and transmitted more than 1/2 hour the introduction of the concert.

Signal Sever! is the sensor array and sound and video processing unit conceptualized by Projekt Atol - Pact Systems which maps the electromagnetic spectrum, processes, transforms it and sends it back into the ether in many different directions and forms. HF, VHF, UHF, L-band, C-band and Ku-band spectrums are analysed and processed. Satellites are tracked, ground, air and maritime communications and traffic mapped. http://rx-tx.org

During the period of December 15th 2003 - December 15th 2004, the RIXC, center for new media culture of Riga, together with its' partners (6 co-organisers) organised a "Trans-Cultural Mapping" series of events-in-process throughout the Europe, including its' final presentation during the "Art+Communication: celebrating European Enlargement" in Latvia.

Innovative strategies of collaborative cartography, mapping/positioning technologies (GPS) and mobile networking were used as tools to discover and highlight new dimensions in European cultural map, which has to be draw anew due to the enlargement process of the European Union.

Electronic Media Monitoring : Al Manar 2003

This one is some Al Manar propaganda clips (and Iranian Sahar too) about Palestine and Hezbollah recorded in Makrolab during its operations in Venice 2003. Al Manar is the pro-Hezbollah TV channel from Lebanon. Al Manar was forbidden recently, so you can't watch it on Eutelsat Hotbird anymore. You can judge by yourself the type of program they broadcast. For me digital satellite TV should broadcast all possible channels... So Al Manar should not be censored, even if you disagree with them.

La chaîne de télévision libanaise Al Manar a donc été interdite de diffusion en Europe et même classée comme organisation terroriste aux Etats-Unis. Mais Al Manar continue d’être présente sur le service public français. Dans le journal de 20h du dimanche 19 décembre 2004, nous pouvions voir des images illustrant le commentaire de Béatrice Schoenberg sur les attentats (terribles) du jour en Irak, avec un "Al Manar exclusive" affiché à gauche de l’écran et le logo de la chaîne libanaise en haut à droite côte à côte avec le logo France 2 ! Paradoxal ? Certainement. Et illustratif de l’incohérence de la télévision française.

Récapitulons l’affaire. Le bras de fer dure depuis plusieurs mois. Après une première saisie du Conseil d’Etat en juillet, le Conseil Supérieur de l’Audiovisuel finit par signer une convention avec la chaîne pro-Hezbollah et anti-israélienne le 19 novembre. Le 30 novembre, après avoir constaté des propos à caractère antisémite, le CSA met Al Manar en demeure de respecter ses engagements et demande au Conseil d'Etat d'interdire sa diffusion en France. Chose faite le 13 décembre, avec 48 heures données à Eutelsat pour retirer Al Manar de son bouquet satellite Hotbird. Problématique parce que Al Manar est diffusée sur le bouquet Arabsat avec neuf autres chaînes, ce qui signifierait la coupure de ces neuf chaînes. Mais le bras de fer avec Arabsat sera évité à Eutelsat puisque Al Manar se retire d’elle-même des ondes du service le 14 décembre. Enfin, vendredi 18 décembre dans la journée, le CSA interdit Al Manar de diffuser sur toute l’Europe. Le soir, les Etats-Unis mettent Al Manar sur la liste des organisations terroristes et l’interdisent sur leur territoire. Seule l’organisation Reporters Sans Frontières trouve cela regrettable. Et le comble, dimanche 19 décembre 2004, la rédaction de France 2 utilise, sans l’annoncer oralement, les sources de « l’organisation terroriste » Al Manar pour illustrer un attentat contre la communauté chiite irakienne…

A-t-on déjà vu une chaîne de télévision considérée comme organisation terroriste ? Même si celle-ci est en guerre contre ce qu’elle nomme le « lobby sioniste » et l’Etat d’Israël. Fallait-il d’abord que l’Europe l’interdise pour qu’ensuite les Etats-Unis la porte sur leur « Terror list » ? Et a-t-on vu les images d’une organisation terroriste utilisées dans un journal télévisé sans que le public en soit averti oralement ? Au-delà même de ces questions révélatrices et du débat sur le racisme confirmé de certains propos tenus sur Al Manar, ce qui est inquiétant dans cette affaire est la capacité à remettre en cause l'accès à une information sans frontières.

Al Manar était en effet diffusée sur le service de télévision numérique Hotbird d'Eutelsat depuis plusieurs années. L’interdiction d’Al Manar risque également de provoquer un précédent sur une série de chaînes dites problématiques, les chaînes iraniennes du bouquet IRIB (qui tiennent le même type de propos contre le "lobby sioniste"), les chaînes Al Jazeera, Al Arabiya, voir Chine, Corée, Cuba...

Le service Hotbird propose près de 1500 chaînes de télévision, c'est le plus important service de télévision en Europe, grâce au numérique en bande Ku. Il diffuse des chaînes, asiatiques, indiennes, latino-américaines, arabes, américaines, européennes, etc. Hotbird a diffusé pendant des années la chaîne Irak du régime Hussein sans susciter aucune réaction. FoxNews, la chaîne pro-Bush, pouvait sans complexe afficher des attitudes racistes envers les Français dans les premiers temps de la guerre en Irak et ne pas être ennuyée par le CSA… Avoir Al Manar dans un service qui compte près de 1500 chaînes, c'est totalement différent que de l'avoir sur TPS, Canalsat ou le cable, au milieu d’un nombre restreint de chaînes. Aujourd'hui c'est le principe même du service Hotbird qui est remis en question, l'accès au plus d'information planétaire possible via le numérique.

Al Manar continuera d’émettre. Jusqu’à que ses bâtiments soient bombardés…

Le repli sous informé n'est jamais bon. Préservons le service Hotbird pour un accès à l'information planétaire sur un seul décodeur.
